Cloud in Algeria in 2026: the guide to choosing and deploying

What the cloud is in plain words, the offers that really exist in Algeria, the laws that govern data hosting, what it costs, and the steps to put an application online. Written by the team at SkyVault, which operates the Algerian cloud platform ISOGrid. We mention ISOGrid where it helps, and we say so plainly.

What is the cloud, in plain words?

A website or an application has to run somewhere, on a computer that stays on day and night and is connected to the Internet. The cloud means using someone else’s computers for that, rented by the month or by the hour, instead of buying your own. You pay for what you use, you take more power when your project grows, and the provider looks after the machines, the electricity and the network.

Not every cloud delivers the same thing. Some rent you an empty machine: you install, back up and monitor. Others deliver the result directly: your application online, your database backed up, your certificate renewed. That is the difference between a hosting company and a managed platform, and it is the first choice to make.

The three kinds of cloud offers in Algeria

In 2026, an Algerian project has three types of offers available on national territory. They do not replace one another; they answer different needs.

The large international clouds (Amazon Web Services, Microsoft Azure, Google Cloud, Oracle) have no region in Algeria. Their nearest African data centres are in Cape Town and Johannesburg, South Africa, and since 2026 in Casablanca for Oracle. Hosting personal data of Algerian residents there amounts to transferring it abroad, which the law regulates strictly. A platform such as ISOGrid instead relies on the infrastructure of Algerian operators and hosting companies, and can also be installed on your own servers.

What the law says

Three texts matter for a company that hosts data in Algeria.

Law 18-07 and Law 25-11 on personal data

Law 18-07 of 10 June 2018 protects natural persons in the processing of their personal data. It was amended and completed by Law 25-11 of 24 July 2025, which clarifies the concepts (biometric data, profiling, pseudonymisation, data breach), makes a data protection officer mandatory, requires a register and the notification of breaches to the national personal data protection authority (ANPDP), and creates regional offices of the Authority to audit and support organisations. Transferring personal data abroad remains subject to authorisation. In other words, choosing where your data is hosted is not a technical detail: it is a legal obligation. Our DPO and compliance page details what we put in place for our customers.

The ARPCE specifications for cloud computing

The Regulatory Authority for Post and Electronic Communications (ARPCE) approved at the end of 2017 a set of specifications, in force since March 2018, that defines the conditions for establishing and operating cloud computing hosting and storage services. It requires authorised providers to install their infrastructure in Algeria and to host their customers’ data on national territory. Executive decree 22-39 of 10 January 2022 then set the general authorisation regime, with model specifications per service published by ministerial order. A serious provider must be able to show you its authorisation.

The State’s strategy: localisation and a sovereign cloud

The National Digital Services Centre, inaugurated in Mohammadia in July 2026 with two interconnected data centres in Algiers and Blida, hosts the administration’s data and is presented as the first step towards a national sovereign cloud, within the national digital transformation strategy 2025-2030. Regulated sectors (health, finance, administration) must host their sensitive data locally. For a private company the message is the same: keeping data in Algeria is becoming the rule, not the exception.

Where the market stands in 2026

The Algerian cloud was for a long time an infrastructure market: data centres in Algiers, Oran and Blida, telecom operators renting virtual machines, web hosting companies. What was missing was the layer above: the platform that turns a code repository into a service that runs, backs itself up and watches itself. That layer appeared in 2025 and 2026, carried by Algerian platforms, ISOGrid among them, and by the needs of an ecosystem of more than 2,000 labelled startups that have developers but no platform team.

Concretely, an Algerian project can obtain today, on national territory: an application deployed from GitHub or GitLab, a PostgreSQL database replicated on three servers with automatic failover, MySQL and MongoDB, Redis, Kafka, RabbitMQ, Keycloak, S3-compatible object storage, a Kubernetes namespace, automatic domains and certificates. ISOGrid brings all of this together in a single console, with an invoice in dinars. The comparison shows what each kind of offer does or does not provide.

Checklist

How to choose your cloud in Algeria

Eight questions to ask before signing. ISOGrid’s answers are given so that you can compare.

1

Where do my services run?

Ask for the country, the city and the ARPCE authorisation. ISOGrid: a public region in Algeria on the infrastructure of Algerian operators and hosting companies, or an installation on your own servers.

2

Who administers the system?

Empty machine or ready service? ISOGrid: everything is operated for you, from building the image to the backups.

3

What happens when something fails?

A single server, or replication with failover? ISOGrid: PostgreSQL databases on 3 or 5 nodes, and a public demonstration where you cut a server yourself.

4

Are backups included?

Frequency, retention, tested restore. ISOGrid: scheduled backups of databases and volumes, in-place restore.

5

Can I pay in dinars?

Local invoice or foreign card? ISOGrid: invoice in dinars, prices also shown in euros and dollars.

6

Can I leave?

Standard formats, no exit fees. ISOGrid: ordinary container images, standard Docker Swarm or Kubernetes on private clusters, export of databases and buckets.

7

Is availability measured?

A published figure is worth more than a promise. ISOGrid: availability measured every minute and published on the status page.

8

Who answers, and in which language?

ISOGrid: a team in Algeria, in French, Arabic and English, and documentation in all three languages.

Deploying an application in Algeria, step by step

Here are the steps on ISOGrid. Allow about ten minutes for a first application with its database.

  1. Create your organization on isogrid.skyvault.pro. Registration is free and opens a trial.
  2. Give your code: connect GitHub or GitLab, upload a .zip, or point to a Docker image. Without a Dockerfile, the agent writes one.
  3. Choose the size and the network. The price is shown before you confirm.
  4. Add a database if needed: shared to start, dedicated or clustered when traffic grows. The connection address is injected into the application.
  5. Deploy. The platform detects the port, builds the image, puts it online with an HTTPS address, then watches it. Every push to the branch redeploys, with automatic rollback if the new version does not start.
  6. Connect your domain and let the certificate renew itself.

Prefer the command line? isogrid login, isogrid connect github, isogrid apps create. Prefer to explain your project in words? The DevOps Agent reads your repositories, draws the architecture, proposes a priced plan and deploys after your approval. Step-by-step guides are in the documentation.

Frequently asked questions

The cloud in Algeria, your questions

What is the cloud, in plain words?

The cloud means using someone else’s computers, rented by the month, to run your website, your application or your data, instead of buying and maintaining your own servers. You pay for what you use, you grow or shrink whenever you want, and the provider looks after the machines.

Which cloud offers are available in Algeria in 2026?

Three kinds: virtual servers (VPS) and infrastructure rented from Algerian operators and hosting companies; managed cloud platforms (PaaS) such as ISOGrid, which put an application online from its code and run the databases, storage and services for you; and the State’s sovereign cloud, reserved for public administrations. The large international clouds have no region in Algeria: their nearest African data centres are in South Africa and Morocco.

Which laws apply to hosting data in Algeria?

Law 18-07 of 10 June 2018 on the protection of personal data, amended and completed by Law 25-11 of 24 July 2025 (mandatory data protection officer, register, breach notification to the ANPDP, regional offices of the Authority), and the ARPCE specifications for cloud computing hosting and storage services, which require authorised providers to install their infrastructure and host their customers’ data on national territory.

How much does the cloud cost in Algeria?

A small virtual server rents for a few hundred to a few thousand dinars a month, but you administer it yourself. On a managed platform such as ISOGrid, an application runs from 990 DZD a month, a shared database from 1,200 DZD, a dedicated PostgreSQL database from 4,900 DZD and a highly available PostgreSQL cluster from 13,900 DZD, with the price shown before each creation.

How do I deploy an application in Algeria quickly?

On ISOGrid: create an account, connect your GitHub or GitLab repository or upload a .zip, choose the size and the network, and the platform detects the port, builds the image, puts it online with an HTTPS address and watches it. Allow about ten minutes for a first application, database included. The same can be done from the command line or by asking the DevOps Agent.

What is the best cloud in Algeria?

It depends on how much you want to manage yourself. To rent machines and administer everything, an Algerian operator or hosting company is enough. To put an application online without managing a server and have databases, S3 storage, Kubernetes and managed services ready to use, ISOGrid is the Algerian cloud platform that brings the most of them together, with an invoice in dinars and documentation in French, Arabic and English.
